I believe that a succession of incompetent ministers from Ivy Casaburri through Manto Tshabalala-Msimang, Dinah Pule et al who were appointed as Minister of Communications not for their ability to understand their portfolio but for the need to give loyal supporters within the ANC a post as a reward.
